Прийняти рішення про відміну запиту пропозицій постачальників у зв’язку з відсутності подальшої потреби в закупівлі «Дизельний генератор BISON BS-30KVA, 25 кВт зі встановленням (для облаштування приміщень, які плануються до використання для укриття населення з урахуванням вимог щодо утримання та експлуатації захисних споруд цивільного захисту, затверджених МВС(підвальне приміщення та пункт обігріву).» У запиті пропозиції постачальника щодо закупівлі товару замовник може визначити інформацію про характеристики товару та їх допустимі значення, в тому числі конкретну торговельну марку. Пункт 12 Особливостей встановлює, що запит пропозицій постачальників щодо закупівлі товару, вартість якого дорівнює або перевищує 500 тис. гривень, повинен містити інформацію про характеристики товару та їх допустимі значення.У такий спосіб, зазначити конкретну торговельну марку у запиті пропозиції постачальника замовник може тільки у закупівлі товару, вартість якого не перевищує 500 тис. грн. Однак, в пункті 64 Постанови № 822 встановлено виключний перелік підстав для відхилення пропозиції переможця відбору, і підстави для відхилення у разі технічної невідповідності пропозиції цим пунктом не передбачено.
