Голову тендерного комітету Бут О.Ф., який повідомив, у зв’язку з неможливістю усунення порушень, що виникли через виявлені порушення законодавства з питань публічних закупівель, причиною такого рішення стало те, що один із учасників торгів ТОВАРИСТВО З ОБМЕЖЕНОЮ ВІДПОВІДАЛЬНІСТЮ "ТОРГОВО-ВИРОБНИЧА КОМПАНІЯ "СПЕКТР" у складі нецінового блоку своєї тендерної пропозиції завантажив файл «3.1.jpg» який містять цінову пропозицію. Система оприлюднила його разом з іншими технічними та кваліфікаційними документами, тож ціну цього учасника ще до старту аукціону змогли побачити конкуренти та замовник, що суперечить процедурі проведення відкритих торгів з публікацією на англійській мові. На підставі вищевикладеного пропоную відмінити торги із закупівлі код за ДК 021:2015 - 34320000-6 - Механічні запасні частини, крім двигунів і частин двигунів (Запасні частини для ремонту рухомого складу) –– 12722 шт.
