The state auction of Ukraine can be of two types: English or hybrid Dutch.
English auction
The most common among Prozorro.Sale auctions — English. It consists of 3 rounds, each lasting 3 minutes. The principle is very simple: each round, participants take turns placing a bet, raising it, or leaving it unchanged. The one who offers the highest bid wins.
Dutch hybrid auction
This type of auction combines elements of classic English and Dutch auctions.
In the first round, the price of the lot gradually decreases until one of the participants stops it by agreeing to the specified price.
After that, the second round begins, in which other participants can bid to offer a higher price. The auction ends when no one else raises the bid, and the lot is sold to the highest bidder. However, the participant who offered the lowest price in the first round has the right to make the last move in the third round. Thus, he can block his opponent's bet and win.
