Закупівля оголошена в межах реалізації Фінансової угоди між Україною та Європейським інвестиційним банком (Проект "Надзвичайна кредитна програма для відновлення України"), ратифікованої Законом № 346-VII від 22.04.2015р. Договір, укладений за результатами … цієї процедури набере чинності з моменту отримання резолюції Європейського Інвестиційного Банку (далі- ЄІБ) "без заперечень". У разі не надання ЄІБ резолюції "без заперечень" договірні відносини вважаються такими, що не розпочались. Жодна зі сторін майбутнього договору не несе відповідальності за резолюцію ЄІБ.
