Тендерна пропозиція учасника ТОВ "ІТ БЕСТ" не відповідає вимогам тендерної документації, а саме:
- Всупереч вимозі, викладеній у пункті 7 "Інформація про мову (мови), якою (якими) повинно бути складено тендерні пропозиції" Розділу І "Загальна частина" "Тендерні пропозиції, підготовлені Учасниками, можуть бути викладені іншою мовою, при цьому повинні мати завірений переклад українською мовою бюро перекладів та/або з перекладом українською мовою з нотаріальним засвідченням підпису перекладача, якщо інше не передбачено цією тендерною документацією. Визначальним є текст, викладений українською мовою", тендерна пропозиція учасника містить документи, які не мають перекладу, зокрема: Роздруківка з сайтів, що підтверджують сертифікацію серверів на Microsoft Windows Server (версії 2012 R2 та 2016) та VMware ESX 6.0 та 6.5, а також ряд сертифікатів.
- Всупереч вимозі, викладеній у пункті 8 Розділу І "Загальна частина" Додатку 2 до тендерної документації "Інформація про необхідні технічні, якісні та кількісні характеристики предмета закупівлі ДК 021:2015 "Єдиний закупівельний словник: 30210000-4 Машини для обробки даних (апаратна частина) (Модернізація апаратної платформи СЕЗ ОДС)"" надано лист від ТОВ "ІТ ДІСТРІБЬЮШН", яке не надало підтверджуючих документів щодо того, що є офіційним представництвом/представником/дилером/дисриб’ютором/реселером тощо на території України. Замість підтвердження надано скан-копію сертифікату, виданого компанією FUJITSU на ім’я іншої компанії IT Distribution. Будь-яких ознак, що дозволяють встановити належність сертифікату ТОВ "ІТ ДІСТРІБЬЮШН", сертифікат не містить. Офіційний його переклад відсутній.
- Всупереч вимозі, викладеній у пункті 8 Розділу І "Загальна частина" Додатку 2 до тендерної документації "Інформація про необхідні технічні, якісні та кількісні характеристики предмета закупівлі ДК 021:2015 "Єдиний закупівельний словник: 30210000-4 Машини для обробки даних (апаратна частина) (Модернізація апаратної платформи СЕЗ ОДС)"", про те, що з метою уникнення проблем із сумісністю обладнання та в цілях зниження витрат на його обслуговування, весь товар повинен бути від одного виробника, товар запропонований учасником ТОВ "ІТ БЕСТ" вироблений двома різними виробниками: чотири позиції товару – FUJITSU, одна позиція (мережеві комутатори) – Juniper.
