Замовник дотримується порядку здійснення публічних закупівель, установленого Законом України «Про публічні закупівлі», та закуповує електричну енергію за процедурою «Звіт про укладений договір» у зв’язку з тим, що вартість предмета закупівлі перевищує 50 … тис. грн. та одночасно є меншою за 200 тис. грн. Закупівля електричної енергії здійснюється за власні кошти підприємства, в єдино-можливого постачальника - природного монополіста ПАТ "Волиньобленерго"; з врахуванням відсутності конкуренції (у тому числі з технічних причин) на відповідному ринку, внаслідок чого договір про закупівлю може бути укладено лише з одним постачальником, за відсутності при цьому альтернативи.
