Учасники - неплатники ПДВ з метою приведення своєї ціни пропозиції до рівних умов з іншими учасниками-платниками ПДВ подають свою ціну пропозиції з урахуванням ПДВ (20%). Тобто, при поданні своєї ціни пропозиції учасники - неплатники ПДВ додають до своєї базової ціни пропозиції 20% ПДВ. Договір з переможцем відбору, що не є платником ПДВ, укладається без урахування ПДВ (20%) на підставі абз. 3 п. 66 Порядку формування та використання електронного каталогу, затвердженому постановою Кабінету Міністрів України від 14 вересня 2020 р. №822.
