Закупівля проводиться відповідно до Закону України «Про публічні закупівлі», з урахуванням постанови КМУ від 12.10.2022 р № 1178 «Про затвердження особливостей здійснення публічних закупівель товарів, робіт і послуг для замовників, передбачених Законом … України “Про публічні закупівлі”, на період дії правового режиму воєнного стану в Україні та протягом 90 днів з дня його припинення або скасування», зі змінами. Учасник повинен мати розвинену мережу власних, орендованих та/або партнерських стаціонарних автозаправних станцій (далі – АЗС) по всій території України, в т.ч обов’язково в м. Запоріжжя та Запорізькій області, на яких можна цілодобово здійснити заправлення автотранспорту Замовника за виданими довірчими документами (скретч-картками). Відпуск палива має бути безперебійним, включаючи суботу, неділю, святкові та неробочі дні за потребою Замовника. Картки на товар повинні бути дійсними на всій території України та прийматися на всіх АЗС до мережі яких вони відносяться. Картки повинні бути номіналом 10 літрів, 15 літрів, 20 літрів. Термін дії скретч-карток на пальне повинен бути не менше дванадцяти місяців з дати їх отримання або безстроковими. В разі відсутності обмежень по терміну дії (тобто безстрокових скретч-карток), термін дії не зазначається. У разі, якщо Замовник з якихось причин не зміг використати дозволи на відпуск протягом терміну їх дії, то постачальник повинен забезпечити безкоштовну заміну дозволів на відпуск на чинні, або продовжити термін їх дії без зменшення їх номіналу. Ціна на товар повинна включати всі витрати на транспортування, навантаження та розвантаження, страхування та інші витрати, сплату податків і зборів тощо. Оплата за поставлений товар (в картках) здійснюється Замовником шляхом перерахування коштів на розрахунковий рахунок Постачальника згідно видаткової накладної – післяплата. Замовник здійснює оплату в межах отриманого фінансування. Паливо повинно відповідати діючим державним стандартам, технічним умовам та діючому законодавству щодо показників якості такого виду товару. Товар не повинен бути походжений з Російської Федерації / Республіки Білорусь та Ісламської Республіки Іран.
