Відповідно до абз. 2 п. 12 Особливостей, затверджених постановою Кабінету Міністрів України від 12.10.2022 № 1178 «Про затвердження особливостей здійснення публічних закупівель товарів, робіт і послуг для замовників, передбачених Законом України “Про публічні закупівлі”, на період дії правового режиму воєнного стану в Україні та протягом 90 днів з дня його припинення або скасування» - у запиті пропозицій постачальників щодо предмета закупівлі товару, вартість якого є меншою ніж 500 тис. гривень, замовник може визначити інформацію про характеристики товару та їх допустимі значення в межах специфікації товару, визначеної адміністратором електронного каталогу. Згідно з цим, Замовником встановлені чіткі вимоги до предмета закупівлі, у тому числі конкретна торговельна марка, з метою отримання товару, який оптимально задовольнятиме його потреби з огляду на його технологічність, надійність та перевірену якість. Дане рішення було прийняте з метою дотримання основних принципів Закону, а саме максимальної економії та ефективності. Розрахунки за поставлений товар здійснюються Замовником відповідно до пп. 2 п.19 Порядку виконання повноважень Державною казначейською службою в особливому режимі в умовах воєнного стану, затвердженого постановою Кабінету Міністрів України від 9 червня 2021 року № 590 (зі змінами та доповненнями) у безготівковій формі шляхом перерахування грошових коштів на поточний рахунок Постачальника за фактом поставки товару з відстроченням платежів до 10 (десяти) робочих днів з дати поставки товару належної якості, у розмірі 100 % загальної вартості поставленого товару, на підставі наданого рахунку на оплату та підписаної видаткової накладної на фактично поставлений товар. У разі затримки бюджетного фінансування розрахунок за поставлений товар здійснюється упродовж 10 (десяти) робочих днів з дати отримання Замовником бюджетного призначення на фінансування закупівлі на свій реєстраційний рахунок.
