Знам’янський психоневрологічний інтернат являється комунальним закладом, який виконує функції забезпечення соціальними послугами стаціонарного догляду з наданням місця для проживання, всебічної підтримки, захисту та безпеки осіб, які не можуть вести самостійний спосіб життя через похилий вік, фізичні та розумові вади, психічні захворювання або інші хвороби. Для виконання зазначених функцій Замовник має потребу у забезпеченні належного утримання та догляду підопічних, згідно норм температурного режиму та інших побутових потреб. Обсяги визначено відповідно до очікуваної потреби, обрахованої на основі фактичного використання газового палива у попередньому році та обсягу фінансування. Технічні та якісні характеристики визначено відповідно до вимог, визначених розділом ІІІ Кодексу ГТС та Кодексом ГРМ, з урахуванням загальноприйнятих норм і стандартів для зазначеного предмета закупівлі.
