Електрична енергія, вільні ціни, без розподілу

Дана закупівля товару проводиться відповідно до постанови Кабінету Міністрів України від 12.10.2022 № 1178 «Про затвердження особливостей здійснення публічних закупівель товарів, робіт і послуг для замовників, передбачених Законом України «Про публічні … закупівлі», на період дії правового режиму воєнного стану в Україні та протягом 90 днів з дня його припинення або скасування»( із змінами) 1. Обсяг постачання електричної енергії : 530 000 кВт/год 2. Термін постачання: квітень – грудень 2024 р.. цілодобово 3. Місце постачання: згідно додатку 1 до Договору 4. Учасник процедури закупівлі повинен мати укладений договір із Оператором системи розподілу - ПРАТ «ЗАКАРПАТТЯОБЛЕНЕРГО», що здійснює свою діяльність на території розташування об'єктів для яких здійснюється закупівля електричної енергії 5. До ціни пропозиції учасник не включає послуги з розподілу електричної енергії 6. Учасник здійснює доставку всіх документів ( договір, акти, рахунки тощо) на адресу замовника : Закарпатська область, м. Ужгород, вул. Загорська 61а 7.Очікувана вартість предмета закупівлі: 3 347 602 грн. Міністерством розвитку економіки, торгівлі та сільського господарства України затверджена примірна методика визначення очікуваної вартості предмета закупівлі від 18.02.2020 №275, якою передбачені методи визначення очікуваної вартості предмета закупівлі, а саме: 1) здійснення пошуку, збору та аналіз загальнодоступної інформації про ціну товару (тобто інформація про ціни, що містяться в мережі інтернет у відкритому доступі, спеціалізованих торгівельних майданчиках, в електронних каталогах, в електронній системі закупівель «Прозоро», тощо; 2) отримання комерційних (цінових ) пропозицій від виробників, офіційних представників (дилерів), постачальників; 3) у разі обмеження конкуренції на ринку певних товарів та враховуючи їх специфіку при розрахунку використовуються ціни попередніх закупівель аналогічного товару та/або минулих періодів (з урахуванням індексу інфляції, зміни курсів іноземних валют). Відповідно до вказаної методики, при визначені очікуваної вартості предмету закупівлі товарів, робіт та послуг використовується один із методів формування очікуваної вартості предмету закупівлі - отримання комерційних (цінових ) пропозицій від виробників, офіційних представників (дилерів), постачальників.

Згідно положення про Ужгородське МУВГ затвердженого Держводагентством України від 20 квітня 2012р. № 210, до основних завдань управління входить попередження шкідливої дії вод, включаючи протипаводковий захист сільських населених пунктів та сільськогосподарських угідь, проведення протипаводкової діяльності спрямованої на регулювання та відновлення пропускної спроможності русел річок. У зв`язку із надзвичайною ситуацією, яка склалася в Закарпатській області, а саме інтенсивними опадами та посиленою роботою насосних станцій (січень –лютий 2024 року), для попередження можливих надзвичайних ситуацій при дії шкідливих вод під час пропуску льодоходу, повені та паводків Ужгородському МУВГ на період 2024 року необхідно здійснити додаткову закупівлю електричної енергії.
