Категорія замовника передбачена п.3 ч.4 ст.2 Закону України "Про публічні закупівлі", а саме: установа , одержувач та розпорядник бюджетних коштів. Закупівля згідно ст.3 ч.7 п.3 Закону "Про публічні закувлі". Закупівля згідно Постанови №169- для потреб періоду воєнного стану.
