Відповідно до пункту 3 частини 7 статті 3 Закону України "Про публічні закупівлі" якщо існує нагальна потреба у здійсненні закупівлі у зв’язку із: виникненням об’єктивних обставин, що унеможливлюють дотримання замовниками строків для проведення спрощеної … закупівлі; На підставі Указу Президента України № 64/2022 від 24.02.2022 р. затвердженого Законом України "Про введення воєнного стану" № 2102-IX від 24.02.2022 р. починаючи із 05 годин 20 хвилин 24 лютого 2022 року строком на 30 діб по всій території України запроваджено воєнний стан. Закупівля проводиться відповдно до Постанови Кабінету Міністрів України від 28 лютого 2022 р. № 169 "Деякі питання здійснення оборонних та публічних закупівель товарів, робіт і послуг в умовах воєнного стану".
