Дана ситуація склалась у зв'язку з воєнними діями на території Сумській області внаслідок чого тривалий час був відсутній доступ до мережі інтернет, що не дало змоги уповноваженій особі Замовника у визначений законом термін оприлюднити протокол про визначення переможця спрощеної закупівлі та завершити закупівлю відповідно до Закону
