Під час проведення Закупівлі встановлено порушення строків, передбачених статтею 40 Закону, для укладення договору про закупівлю у зв’язку з надзвичайними, невідворотними та об’єктивними обставинами для Замовника, що підтверджені листом Торгово-промислової палати України від 28 лютого 2022 року № 2024/02.0-7.1, а саме військовою агресією Російської Федерації проти України, що стало підставою введення воєнного стану із 05 години 30 хвилин 24 лютого 2022 року відповідно до Указу Президента України від 24 лютого 2022 року № 64/2022 «Про введення воєнного стану в Україні» (зі змінами), затвердженого Законом України від 24 лютого 2022 року № 2102-IX, що унеможливили дотримання цих строків.
