Процедуру відкритих торгів було оголошено двічі, а саме 08.11.2021 р. (ідентифікатор закупівлі UA -2021-11-08-001886-c) та 25.11.2021 р. (ідентифікатор закупівлі UA -2021-11-25-001938-b). Підставою для застосування переговорної процедури є: П.1 ч.2 с. 40 … ЗУ «Про публічні закупівлі» від 19.09.2019р. №114-IX із змінами внесеними згідно Кодексом від 19.12.2019 р. №396- IX , якщо було двічі відмінено процедуру відкритих торгів через відсутність достатньої кількості тендерних пропозицій, визначеної цим Законом. При цьому предмет закупівлі, його технічні та якісні характеристики, а також вимоги до учасника процедури не відрізняються від вимог, що були визначені у тендерній документації замовника
