Закупівля проводиться відповідно до Меморандуму про взаєморозуміння щодо врегулювання проблемних питань у сфері постачання теплової енергії та гарячої води в опалювальному періоді 2021/2022 рр. між Кабінетом Міністрів України в особі Прем’єр-міністра … України, Всеукраїнською асоціацією органів місцевого самоврядування «Асоціація міст України» та палатою місцевих влад Конгресу місцевих та регіональних влад від 30.09.2021 року. Загальна сума закупівлі складає 1 114 084,20 грн. З них 248 310,00 грн. - кошти місцевого бюджету на 2021 рік; 865 774,20 грн. - кошти місцевого бюджету на 2022 рік.
