неможливо усунути порушення, що виникли через виявлені порушення законодавства з питань публічних закупівель (порушення вимог частини 3 статті 14 Закону – замовник невірно визначив очікувану вартість предмета закупівлі , зазначивши можливість включення ПДВ до вартості предмета закупівлі. Фінансування замовника за даним предметом закупівлі не передбачало ПДВ. Помилка замовника призводить до невірних розрахунків ціни учасників – платників ПДВ, через що їх цінова пропозиція за результатом аукціона збільшується
