Відповідно до протоколу спеціально створеної комісії (Акт№1 від 01.04.2021 року) протипожежна система у будівлі перебуває у несправному передаварійному стані. На підставі п.3 ч.7 ст.3 Закону («якщо існує нагальна потреба у здійсненні закупівлі у зв’язку … із виникненням об’єктивних обставин, що унеможливлюють дотримання замовниками строків для проведення спрощеної закупівлі») та з метою уникнення надзвичайних ситуацій (пожеж), повязаних із життям студентів, за відсутністю часу на проведення процедури закупівля, ця закупівля зійснюється без застосування електронної системи закупівель.
