Враховуючи вимоги частини першої статті 23 БКУ та частини четвертої статті 48 БКУ виникнення договірних зобов’язань можливе виключно в межах затверджених бюджетних асигнувань. Взяття АБОНЕНТОМ фінансових зобов’язань можливе тільки після реального фінансування видатків. Замовник може взяти зобов'язання щодо сплати частини предмета закупівлі в межах доведеної суми в тимчасовому кошторисі. Оплата залишку суми договору буде виконуватись виключно за наявності коштів згідно з постійним кошторисом (планом використання бюджетних коштів).
