Учасник процедури не відповідає вимогам встановленим абзацом першим частини третьої статті 22 Закону "Про публічні закупівлі". А саме: у складі тендерної пропозиції учасником надано російською мовою такі документи: сертифікат представника ТОВ «РЕЗИНОПЛАСТ», лист від ТОВ «ТЕХПРОМШКІРА», лист від ТОВ НВВП «Д-Технологія». Проте згідно п. 7.2 розділу 1 тендерної документації, під час проведення процедури закупівлі усі документи, що мають відношення до тендерної пропозиції та складаються безпосередньо учасником, викладаються українською мовою. Також, Учасником надано Лист-підтвердження повноважень офіційного представника по східному регіону від ТОВ «РТИ» в якому зазначено, що він виданий на правах, наданих Посвідченням Дилера № 030 від 06.12.2010 р, але саме Посвідчення не надано.
