Відхилити тендерну пропозицію ТОВ "НАУКОВО-ВИРОБНИЧЕ ПІДПРИЄМСТВО "ТВЕРДОСПЛАВНІ ТЕХНОЛОГІЇ" на підставі абзацу 3 пункту 1 частини 1 статті 31 Закону України «Про публічні закупівлі» від 25.12.2015 № 922-VIІІ (не відповідає встановленим абзацом першим частини третьої статті 22 цього Закону вимогам до учасника відповідно до законодавства). Тендерна пропозиція ТОВ "НАУКОВО-ВИРОБНИЧЕ ПІДПРИЄМСТВО "ТВЕРДОСПЛАВНІ ТЕХНОЛОГІЇ" не відповідає вимогам та умовам документації та Закону України «Про публічні закупівлі», а саме: - не відповідає вимогам до учасника, встановленим у тендерній документації відповідно до абзацу першого частини третьої статті 22 Закону України «Про публічні закупівлі» тобто, учасник не надав документів, що вимагаються від учасника згідно з п.1 Розділу ІІІ Інструкція з підготовки тендерної пропозиції тендерної документації – лист-заявку (згідно Додатку 5); документи, вказані у підпункті 5.2 Розділу ІІІ тендерної документації; тендерну пропозицію (цінову), відповідно до встановленої форми (Додаток № 1), в якій вказано перелік товарів, що складають предмет закупівлі, але без зазначення ціни та загальної вартості пропозиції; технічну специфікацію (згідно Додатку 2). Також, учасником не виконана вимога п.1 Розділ ІІІ Інструкція з підготовки тендерної пропозиції тендерної документації, яка вимагає, що «Учасник повинен накласти електронний цифровий підпис (ЕЦП) або кваліфікований електронний підпис (КЕП) на пропозицію вцілому.».
