Замовником були виставлені відкриті торги під назвою «Фармацевтична продукція (Лікарські засоби (Не національний перелік)) (Код ДК 021:2015 33600000-6-Фармацевтична продукція)» препарат Когнум таблетки по 250мг №50. Після оголошення відкритих торгів з’ясувалося, що препарат Когнум (таблетки по 250 мг №50) не являється лікарським засобом і його не має в державному реєстрі лікарських засобів, а отже, Замовник не має права його придбати за бюджетні кошти. Тому Замовником було прийнято рішення скасувати закупів
