Перелік критеріїв та методика оцінки пропозицій із зазначенням питомої ваги критеріїв - Ціна – 100%. Розмір та умови надання забезпечення виконання договору про закупівлю (якщо замовник вимагає його надати) - не вимагається. Додатки до Оголошення про проведення спрощеної закупівлі: Додаток 1 – ВИМОГИ ДО ПРЕДМЕТА ЗАКУПІВЛІ; Додаток 2 – Проект договору про закупівлю, укладений за спрощеною закупівлею. Розміщення інформації в електронній системі закупівель здійснено замовником шляхом заповнення електронних полів, визначених адміністратором і реалізованих в електронній системі закупівель, та завантаження відповідних документів через автоматизоване робоче місце замовника згідно з наказом від 11.06.2020 року № 1082 «Про затвердження Порядку розміщення інформації про публічні закупівлі».

Учасник ФОП ДОКУЧАЄВ ФАРІД ОЛЕКСАНДРОВИЧ – не платник ПДВ не дотримався механізму встановленого у ВИМОГАХ ДО ПРЕДМЕТА ЗАКУПІВЛІ від 20.08.2020 № 52.1-02-55 (Редакція 02) (тобто при поданні пропозиції штучно не збільшив свою ціну на 20%), та надав КОМЕРЦІЙНУ ПРОПОЗИЦІЮ «без ПДВ». Повідомлення про намір, що формується автоматично системою, містить в собі ціну пропозиції, що зазначена в системі «з ПДВ», а не фактичну ціну без ПДВ. Як наслідок, не можливо дотриматись вимог частини 4 статті 41 Закону України «Про публічні закупівлі», згідно якої, умови договору про закупівлю не повинні відрізнятися від змісту тендерної пропозиції/пропозиції за результатами електронного аукціону (у тому числі ціни за одиницю товару) переможця процедури закупівлі/спрощеної закупівлі або узгодженої ціни пропозиції учасника у разі застосування переговорної процедури, крім випадків визначення грошового еквівалента зобов'язання в іноземній валюті та/або випадків перерахунку ціни за результатами електронного аукціону в бік зменшення ціни тендерної пропозиції/пропозиції учасника без зменшення обсягів закупівлі.
