У період оприлюднення замовником в електронній системі закупівель змін до Річного плану, а саме: 13.05.2020 року, UA-P-2020-05-13-001433-c, була відсутня технічна можливість зазначення місцезнаходження та категорії замовника, відповідно до вимог пункту 1 частини 2 статті 4 Закону України «Про публічні закупівлі". Відповідно до пункту 2 частини 1 Статті 32 Закону України «Про публічні закупівлі" замовник відміняє торги у разі неможливості усунення порушень, що виникли через виявлені порушення законодавства у сфері публічних закупівель, з описом таких порушень, які неможливо усунути.
