19 квітня 2020 року вступила в дію нова редакція Закону України «Про внесення змін до Закону України «Про публічні закупівлі» та деяких інших законодавчих актів України щодо вдосконалень публічних закупівель». Допрогова закупівля - це спосіб відбору постачальника, законом не регламентувалась, як саме його обирати, в старій редакції Закону немає жодної згадки про допорогову закупівлю, відповідно, все, що робили до укладання договору - це просто відбір постачальника, тож якщо договір не уклали, то закупівлю - не завершили. А значить з 19 квітня ми маємо провести вже закупівлю, яка зазначена в новій редакції Закону. Якщо Замовник розпочав у Прозорро допорогову закупівлю та не встиг її завершити шляхом укладення договору до 19 квітня, то він вже має проводити після 19 квітня закупівлю за новим Законом – спрощену закупівлю.
