у зв’язку з допущенням технічної помилки при створенні оголошення на проведення відкритих торгів, а саме - Замовник в оголошенні про проведення процедури закупівлі товарів або послуг встановив вимогу щодо надання забезпечення тендерної пропозиції у розмірі, що перевищує 3 відсотки очікуваної вартості закупівлі, що підпадає під код індикатора - RISK-1-5-1 автоматичного індикатора ризиків, затвердженого Наказом Державної аудиторської служби України 11 вересня 2018 року № 196. Тому із-за неможливості усунення порушень, що виникли через виявлені порушення законодавства з питань публічних закупівель запропонував вжити у зв’язку з цим заходи, передбачені ч. 3 ст. 31 Закону України «Про публічні закупівлі» (далі –Закон) - відмінити процедуру відкритих торгів на закупівлю код ДК 021-2015 (CPV) 09130000-9 – Нафта і дистиляти (Дизельне паливо).
