Учасником, а саме: ДП "Словечанський лісгосп АПК" не було надано довідку в довільній формі про виконання договору ( з зазначенням номера накладної, дати, суми поставленого товару), яка вимагалася в тендерній документації відповідно кваліфікаційним критеріям визначених в статті 16 Закону, чим порушено ст.31 абз. 2 п.1 Закону ( неможливості усунення порушень, що виникли через виявлені порушення законодавства з питань публічних закупівель) поскільки Замовником виправити дану ситуацію неможливо так, як даного Учасника визнано переможцем.
