Члена тендерного комітету Юзепольського Є.О., який звернув уваги, що згідно зі статтею 4 Закону України «Про публічні закупівлі», закупівля здійснюється відповідно до річного плану. Оскільки, бюджетний рік закінчується 29 грудня 2018 року, договір про закупівлю «Спеціалізованих автомобілів «Держпродспоживслужба» з об’єктивних причин неможливо укласти до зазначеної дати і виконати План. Інакше буде допущено ряд порушень законодавства про публічні закупівлі. Крім того, станом на 27.12.2018 прийнято рішення про перерозподіл коштів за програмою КПКВК 2809020 на інші цілі, оскільки потреба в придбанні «Спеціалізованих автомобілів «Держпродспоживслужба» у 2018 році минула. Тому, запропонував відмінити торги на підставі абз. 2 ч.1 статті 31 Закону України «Про публічні закупівлі».
