В оголошені, а саме в розділі «Специфікація закупівлі» в пункті «Опис окремої частини або частин предмета закупівлі (лота)» було зазначено - «відсутні», тобто відсутні частини предмета закупівлі- лоти. Виявилося, що зазначена інформація була вказана невірно, так як потрібно було вказати предмет закупівлі - Електрична енергія, що спричинило розбіжності у формуванні Повідомлення про намір укласти договір ( під час переговорної процедури) .
