Керуючись законодавством України, на підставі пп.2 п. 2 ст.31 ЗУ «Про публічні закупівлі» Замовник визнає торги такими, що не відбулися, оскільки здійснення закупівлі стало неможливим унаслідок непереборної сили. З технічних причин ЕЦП застосувати не вдалось. Помилка сертифіката ключа спеціалістами не знайдена.
