Здійснення капітального ремонту можливо тільки при отриманні декларації про початок виконання будівельних робіт. У триденний термін після її отримання орендатор зобов’язаний надати до департаменту адміністративних послуг та дозвільних процедур Дніпровської міської ради оригінал декларації. Потенційний орендар повинен відповідати вимогам до особи орендаря, визначеним статтею 4 Закону України "Про оренду державного та комунального майна".
