Prozorro is an electronic system where government institutions, enterprises, and organizations conduct procurement of goods, works, and services.

Prozorro procurements are announced by government institutions, enterprises, and organizations through the Unified Electronic Public Procurement System.

Businesses of any size or industry have equal access to tenders and can participate on equal terms. The Prozorro system allows monitoring of public spending through principles such as openness and transparency.

The conduct of public procurement in the Prozorro system is regulated by the Law of Ukraine "On Public Procurement". This law defines the basic rules and principles for procuring goods, works, and services.

In addition to the law, public procurement is regulated by other legislative acts and provisions. In particular, during the period of martial law in Ukraine, CMU Resolution No. 1178 introduces certain specifics to the rules of public procurement.

CMU Resolution No. 1275 regulates the specifics of government procurement related to the defense sector.

Prozorro tenders are conducted for hundreds of items across various categories. All these procurements are carried out with the aim of ensuring efficient use of public funds.

Goods

This category includes tangible and intangible resources. Prozorro allows procurement of medical equipment, school furniture, supplies, spare parts, food products, fuel, technologies, energy, and energy carriers.

Services

This category includes intangible goods. The Prozorro system hosts tenders for freight transportation, legal consulting, cleaning services, and logistics.

Works

This category is similar to the previous one but has its own features. It includes actions that change the characteristics of a building or vehicle and increase their value. This includes construction tenders or vehicle repairs.

You can find the required procurement of goods or services on the platform using special filters or a keyword search form.

All Prozorro tenders can be divided into 2 groups depending on the budget size.

Below-threshold procurement

This group includes procurements whose total value is below the threshold value:

- for regular customers: up to UAH 100,000 for goods and services, up to UAH 200,000 for current repair services, up to UAH 1.5 million for works.

- for customers operating in the defense sector: up to UAH 200,000 for goods and services, up to UAH 1.5 million for works.

Legislation allows customers to conduct below-threshold procurement through the Prozorro electronic system or to conclude contracts outside of it. There is also the option to purchase goods through the Prozorro Market electronic catalog.

Above-threshold procurement

These include government procurements whose amounts exceed the thresholds set by legislation:

- for regular customers: UAH 100,000 for goods and services, UAH 200,000 for current repair services, UAH 1.5 million for works.

- for customers operating in the defense sector: UAH 200,000 for goods and services, UAH 1.5 million for works.

The rules for conducting above-threshold procurement, including the types of procurement, are regulated by legislation.

Regardless of which group the procurement belongs to, the process follows a strictly regulated procedure. In addition to the mentioned classification, another division by procedure type is also applied.

Simplified procurement

Used for below-threshold procurements, allowing the customer to quickly find suppliers without complex participation conditions. This type of procurement is also used for defense procurement.

Open tenders with special conditions

Open Prozorro tenders, or as referred to in legislation — Open Tenders with Special Conditions — is the main type used for above-threshold procurements.

Request for proposals

This type of procurement is used in the Prozorro Market electronic catalog (sometimes searched online as the Prozorro online store, though it now operates on a somewhat different principle). In the catalog, only goods can be purchased, regardless of the planned budget amount.
