To open performance guarantee TO YOU is no problem at all. Problem in security of YOUR PAYMENT. No one insurance company is providing liability insurance policy for non-payment from Ukraine. Do you know, that Ukraine is now close to default as has 135 billion UAH negative balance? I do not say about war. Mariupol hospital asked us in December for MRI machine with 30 days payment. Where is this hospital now? If somebody delivers - whom he sens an invoice? Putin?
My advise is to be realistic. Tender is not GOSSNAB order. It is business. And your terms must be not only workable, but attractive for sellers. For now it is neither nor.
