Законом України від 13.04.2020 № 553-ХІ «Про внесення змін до Закону України «Про Державний бюджет України на 2020 рік» Міністерству юстиції України зменшено капітальні видатки на суму 56 925 400,00 грн. Відповідно до абзацу четвертого частини другої статті 31 Закону України «Про публічні закупівлі» (в редакції, що діяла до 19.04.2020), замовник має право визнати торги такими, що не відбулися, у разі скорочення видатків на здійснення закупівлі товарів.
