Пунктом першим інструкції з підготовки тендерної пропозиції визначено, що документ з тендерною пропозицією подається в електронному вигляді шляхом заповнення електронних форм з окремими полями, в яких зазначається інформація про ціну, інші критерії оцінки (у разі їх встановлення Замовником) та завантаження файлів з: технічною пропозицією за формою Додатку 5 до цієї тендерної документації. Учасником не виконано даної вимоги тендерної документації, так як не завантажено даний файл. Тендерна пропозиція учасника відхилена на підставі п. 4 ч. 1 ст. 30 Закону України «Про публічні закупівлі» як така, що не відповідає умовам тендерної документації
