Замовником встановлені дискримінаційні вимоги до медико-технічних характеристик предмета закупівлі, кола осіб, додаткового фінансового навантаження в частині надання безоплатних послуг унеможливлює подання тендерної пропозиції Суб’єктом оскарження у відповідній процедурі. Тендерна документація Замовника містить дискримінаційні вимоги, «прописані» під одного учасника, що штучно обмежують коло учасників.
