Істотні умови договору про закупівлю не можуть змінюватись після його підписання до виконання зобов’язань сторонами в повному обсязі, крім випадків передбачених в ч.4 статті 36 Закону України «Про публічні закупівлі». Красноградському комунальному підприємству «Водоканал» Товариство з обмеженою відповідальністю «Татнєфть-АЗС-Україна» надало довідку Харківської торгово-промислової палати про рівень роздрібних цін на паливо-мастильні матеріали. Так як відбулась зміна ціни за 1 літр дизельного палива, після проведеного розрахунку, враховуючи, що сума договору про закупівлю становить 599 040,00 грн з ПДВ і Красноградським комунальним підприємством «Водоканал» придбано 4000 л дизельного палива на суму 92 160,00 грн з ПДВ, підприємством буде закуплено 20003 л дизельного палива на суму 506 475,96 грн з ПДВ.
