Відповідно до п. 1 ч. 5 ст. 41 Закону України «Про публічні закупівлі», істотні умови договору про закупівлю можуть змінюватися після його підписання у випадку зменшення обсягів закупівлі, зокрема з урахуванням фактичного обсягу видатків замовника. Необхідність внесення таких змін обґрунтовується зменшенням обсягів закупівлі у зв’язку з введенням карантину на усій території України з 12.03.2020 року та забороною відвідування закладів освіти її здобувачами (постанова Кабінет Міністрів України, від 11 березня 2020 р. № 211).
