У зв'язку з тим, що розподіл електричної енергії неможливо закупити в іншого учасника так як лінії електропередач по яких постачається електрична енергія до закладу належать учаснику з яким підписаний попередній Договір 3-Р 18 січня 2021 року. У зв'язку з тим, що Договір підписаний без використання ЄСЗ до Ч. 7 ст. 3 Закон про Закупівлі. В закладі збільшилась кількість вихованців, тому збільшилась кількість електричної енергії, що використовується. Виникла необхідність збільшити ціну Договору для того, щоб виконати свої зобов'язення перед постачальником послуги.
