Фактична підстава внесення змін до Договору - зменшення суми 20-% угоди. Підстава «зміна ціни за одиницю» обрана з наступних причин: Основний договір по закупівлі було продовжено на 20% додатковою угодою №6 від 30.12.2019 року (оприлюднена 31.12.2019) на строк до 31.03.2020 року. (при внесенні змін було обрано підставу: Продовження строку дії договору на наступний рік ). Станом на 31.12.2019 року ще не було затверджених кошторисів на 2020 рік, тому вказати суму Додаткової угоди про продовження було неможливо. 28.01.2020 року Замовник оприлюднив додаткову угоду №7 від 27.01.2020 року, якою визначив суму додаткової угоди на продовження строку дії Договору. Технічної можливості знову обрати підставу «Продовження строку дії договору на наступний рік» не було (оскільки тоді знову довелося б змінювати строк дії договору), тому замовник вибрав «Покращення якості предмета закупівлі». Таким чином, у Системі не було технічної можливості привести загальну суму Договору у відповідність (сума договору + сума продовження на 20%). Тому для коректного відображення реальної суми договору та можливості оприлюднити звіт про виконання договору Замовником при внесенні змін щодо зменшення суми 20-% угоди обрано підставу «зміна ціни за одиницю».

Публікація даної «зміни до договору» не передбачає внесення змін безпосередньо до Договору про закупівлю, а публікується з наступних причин. Основний договір по закупівлі було продовжено на 20% на строк до 31.03.2020 року Додатковою угодою № 6 від 30.12.2019 року. Станом на дату публікації Додаткової угоди про продовження строку дії Договору ще не було затверджених кошторисів на 2020 рік, тому вказати суму Додаткової угоди про продовження було неможливо 27.01.2020 року Замовник оприлюднив додаткову угоду, якою визначив суму додаткової угоди на продовження строку дії Договору. Технічної можливості знову обрати підставу «Продовження строку дії договору на наступний рік» не було (оскільки тоді знову довелося б змінювати строк дії договору), тому замовник вибрав «Покращення якості предмета закупівлі». Вказана підстава не передбачає можливості зміни ціни Договору у Системі. Таким чином, у Системі не було технічної можливості привести загальну суму Договору у відповідність (сума договору + сума продовження на 20%). Тому для коректного відображення реальної суми Договору та можливості оприлюднити звіт про виконання договору Замовником вносяться дані «зміни до договору».
