Договір укладений відповідно до Постанови від 28 лютого 2022 р. № 169 «Деякі питання здійснення оборонних та публічних закупівель товарів, робіт і послуг в умовах воєнного стану» зі змінами. Згідно з Постановою, спрощена закупівля відмінена через відсутність учасників хоча б один раз, замовник може укласти прямий договір. Договір чинний на момент час дії воєнного стану, з можливістю його продовження . У зв'язку з продовженням дії воєнного стану, є потреба продовжити дію договору до 31.12.2022 року.
