Відповідно до експертного висновку № О-796 від 05.09.2017 р. Черкаської ТПП встановлено, що вартість бітуму дорожнього БНД 70/100 в Україні станом на 05.09.17 р. без урахування транспортних витрат на доставку товару коливається від 13000,0 до 13700,0 грн. за 1 тонну з ПДВ. Вартість бітуму БНД 70/100 з урахуванням вартості доставки до бази замовника, згідно листа ТОВ «ТД «БІОІЛ», складає 13500,0 грн. за 1 тонну з ПДВ, що не перевищує 10% межі (ст. 36 ч.4 п.2 ЗУ «Про публічні закупівлі») від попередньої ціни.

В зв"язку з виділенням додаткових коштів рішенням ХХVІІ сесії VІІ скликання від 16.11.2017 р., даною додатковою угодою вносяться зміни щодо розрахунків за отриманий товар, а саме: збільшується сума розрахунків за бюджетні кошти на 400000,0 грн. (Чотириста тисяч грн. 00 коп.) та одночасно зменшується сума розрахунків за кошти підприємства на 400000,0 грн. (Чотириста тисяч грн. 00 коп.). Загальна сума по договору залишається без змін.
В зв’язку з підвищенням вартості бітуму дорожнього марки 70/100, виробником якого є ВАТ «Мозирь» та ВАТ «Нафтан», на внутрішньому ринку України відбулось значне коливання ціни бітуму БНД 70/100 в бік збільшення. Відповідно експертного висновку Черкаської ТПП № О-1031 від 17.11.2017 р. діапазон ринкової вартості бітуму (дрібний гурт, без врахування витрат на транспортування), станом на 17.11.2017р. складає 14000,0-15290,0 грн. за 1 тонну з ПДВ. Ціна бітуму БНД 70/100, запропонована ТОВ "ТД "БІОІЛ" становить 14500,0 грн. з ПДВ за 1 тонну з урахуванням вартості доставки, що не перевищує 10% від ціни, встановленої в додатковій угоді № 5 від 27.09.2017 р.

Рішенням виконавчого комітету Кременчуцької міської ради від 11.12.2017 року № 1408 «Про перерозподіл бюджетних асигнувань, затверджених в міському бюджеті м.Кременчука на 2017 рік» комунальному підприємству КПС ШРБУ виділені додаткові кошти на виконання робіт з утримання та поточного ремонту вулично-шляхової мережі та внутрішньоквартальних проходів та проїздів. В зв"язку з цим вносяться зміни до договору щодо джерела розрахунків за отриманий товар, а саме:збільшити суму розрахунків за бюджетні кошти на 291900,0 грн. (Двісті дев’яносто одна тисяча дев’ятсот грн. 00 коп.), зменшити суму розрахунків за кошти підприємства 291900,0 грн. (Двісті дев’яносто одна тисяча дев’ятсот грн. 00 коп.). Загальна сума розрахунків залишається без змін. Також, відповідно до фактичної вартості бітуму, постачальником зменшено ціну на товар.
