У зв'язку з відмовою землекористувача підписувати проекти, виникла необхідність створювати комісії з вирішення питань щодо земельних спорід з метою погодження меж територій об'єктів, що призвело до збільшення часу на погодження проектів, та як наслідок, необхідності збільшення терміну виконання роботи. Одночасно було внесено зміни до договору стосовно визначеної площі об'єктів.
