В звязку з зменшення кошторисних асигнувань,надзвичайними, невідворними та об’єктивними обставинами для Замовника, що підтверджені листом Торгово-промислової палати України від 28.02.2022 № 2024/02.0-7.1, а саме військовою агресією Російської Федерації проти України, що стало підставою введення воєнного стану із 05 години 30 хвилин 24.02.2022 відповідно до Указу Президента України від 24.02.2022 № 64/2022 «Про введення воєнного стану в Україні» (зі змінами), затвердженого Законом України від 24.02.2022 № 2102-IX, з урахуванням ресурсної забезпеченості єдиного казначейського рахунку відповідно до Порядку виконання повноважень Державною казначейською службою в особливому режимі в умовах воєнного стану, затвердженого постановою Кабінету Міністрів України від 09.06.2021 № 590, які унеможливлюють виконання зобов'язань
