На підстві наступних документів : Постанова КМУ №211 від 11 березня 2020 року «Про запобігання поширенню на території України гострої респіраторної хвороби COVID-19, спричиненої коронавірусом SARS-CoV-2» (зі змінами і доповненнями) з метою запобігання поширення на території України гострої респіраторної хвороби COVID-19 спричиненої коронавірусом SARS-CoV-2, на усій території У країни з 12 березня 2020 року до 24 квітня 2020 року, Постанова КМУ від 9 грудня 2020 року №1236, якою продовжено дію карантину з 19 грудня 2020 року до 28 лютого 2021 року і відповідно до ст. 14-1 Закону України «Про торгово-промислові палати в Україні» (зі змінами, внесеними Законом України №530-ІХ від 17.03.2020 року) встановлення Кабінетом Міністрів України карантину віднесено до форс-мажорних обставин (обставин непереборної сили), Постанова КМУ від 28.12.2020 року №1370 «Про внесення змін до Державної цільової програми розвитку аеропортів на період до 2023 року», а також затримка фінансування витрат Замовника.
