За спеціальним фондом бюджету бюджетні фінансові зобов’язання за даним Договором приймаються виключно в межах фактичних надходжень до спеціального фонду бюджету (відкритих асигнувань, виділених коштів) та бюджетних асигнувань встановлених кошторисами, відповідно до Указу Президента України № 64/2022 «Про введення воєнного стану в Україні»
