На підставі п. 11.1 та 11.2 Договору та п. 4. ч. 5 ст.41 ЗУ «Про публічні закупівлі» Істотні умови договору про закупівлю не можуть змінюватися після його підписання до виконання зобов’язань сторонами в повному обсязі, крім випадків: 4) продовження строку дії договору про закупівлю та строку виконання зобов’язань щодо передачі товару, виконання робіт, надання послуг у разі виникнення документально підтверджених об’єктивних обставин, що спричинили таке продовження, у тому числі обставин непереборної сили, затримки фінансування витрат замовника, за умови що такі зміни не призведуть до збільшення суми, визначеної в договорі про закупівлю.
